As nuclear energy returns to the top of the global agenda, there is a little-known but increasingly discussed standard within the sector: ISO 19443. From workshops manufacturing electrical switchboards to manufacturers carrying out welding, and from engineering consultancy firms to testing and measurement laboratories, many organisations are now asking the question: ‘Do we need this certification?’
What is ISO 19443?
ISO 19443 is an extension of the ISO 9001 quality management system, specifically tailored to the nuclear energy supply chain. Published by ISO in May 2018, the standard is titled ‘Specific requirements for the application of ISO 9001:2015 by organisations in the nuclear energy sector supply chain that supply products and services critical to nuclear safety’.
The standard does not alter the structure of ISO 9001; rather, it introduces an additional layer specific to the nuclear sector on top of the existing framework. Whilst the fundamental principles of ISO 9001—such as the process approach, risk-based thinking and the PDCA cycle—are retained, elements such as nuclear safety culture, regulatory requirements and sector-specific risk management are incorporated into the system.
- How to establish and maintain a nuclear safety culture within the organisation,
- The identification of critical products and services and the specific control levels applicable to them,
- Strict traceability and record management for materials and processes,
- The application of quality requirements that vary according to the magnitude of risk, using a tiered approach,
- Specific measures to minimise human error and the management of technological obsolescence,
The standard was developed within ISO’s Technical Committee TC 85, and its content has been structured to be consistent with the general safety requirements of the International Atomic Energy Agency (IAEA). An amendment was published in 2024 providing for the inclusion of climate change issues in management systems, whilst revision work on the second edition of the standard is currently underway at the ISO technical committee level. In other words, ISO 19443 is a living document that is updated in line with the sector’s needs.
Why Is It So Important?
In the field of nuclear energy, even the slightest deviation in quality can directly affect plant safety in the long term. A minor fault in a valve, a weld or a measuring device could lead to critical consequences years later. Whilst ISO 9001 demonstrates that organisations operate in an orderly and controlled manner, it treats critical products for nuclear safety and non-critical products on the same footing. ISO 19443, however, bridges this gap by integrating quality and safety requirements specific to the nuclear sector into the system. The importance of the standard is evident in several key areas:
A common language in the global supply chain: In the past, nuclear operators in different countries established their own supplier audit systems separately; this meant that the same company had to be audited repeatedly for each customer. ISO 19443 reduces this duplication by providing a single international reference.
- Linking safety culture to behaviour: The standard does not merely involve writing procedures; it expects staff to internalise the ‘stop, question, report’ reflex. This approach emphasises the behavioural dimension of quality management.
- Gradual implementability: Whilst a small subcontractor and a large prime contractor may both be subject to the same standard, the intensity of controls applied varies according to the level of risk.
- Ease for regulatory bodies: When a country’s nuclear regulatory authority observes compliance with ISO 19443 within the supply chain, it receives a strong indication that the organisation’s quality system has reached a certain level of maturity.
- Advantage in next-generation reactor projects: When establishing international partnerships for projects such as small modular reactors (SMRs), suppliers who can provide concrete evidence of a safety culture stand out.
The Scope and Global Significance of ISO 19443
Not every organisation in the nuclear sector requires this standard, as ISO 19443 is not a standard for specialised equipment used directly in the reactor core and subject to stringent technical codes such as ASME. Instead, it serves as an overarching framework for general quality management and supply chain assurance. Its scope is quite broad;
- Engineering, manufacturing and installation firms → Organisations that supply products or services directly or indirectly to the construction of nuclear facilities.
- Industrial organisations → Manufacturers producing ‘nuclear safety-critical’ components such as electrical switchboards, pipework and steel structures, but which are not subject to stringent nuclear codes.
- Technical service firms → Organisations providing maintenance, repair and periodic inspection services.
- Laboratories → Laboratories offering testing, measurement and calibration services.
- Consultancy and design firms → Firms providing engineering consultancy and design support.
- Service providers → Service providers offering personnel, training or logistical support.
In short, the scope of the standard extends from large operators who directly own power stations to small-scale subcontractors at the very end of the supply chain. The global trend is also moving in this direction: whilst there are only a few major players acting as prime contractors on nuclear projects worldwide, there is a vast network of suppliers providing the thousands of components, services and engineering support required by these players. ISO 19443 serves as the common international reference point that enables this network to grow reliably.
