A new digital procurement framework by the UK Government

The UK government has launched a new digital procurement framework called Digital Outcomes and Specialists 7 (DOS7), officially known as RM1043.9. This agreement helps public sector organisations find digital experts or teams to support their transformation projects. It replaces previous versions like DOS6 and aligns with new rules under the Procurement Act 2023. The goal is to make it easier and faster for government departments to buy specialist digital services in a compliant and transparent way.

DOS7 allows buyers to choose between hiring individual digital, data and technology (DDaT) specialists or full outcome-based teams. This means organisations can get support for a wide range of needs—from a single user researcher to a complete agile delivery team. The framework is designed to be flexible, supporting everything from quick-turnaround tasks to complex, long-term digital projects. Buyers publish briefs on the Digital Marketplace, and suppliers compete to deliver the best value.

To be part of DOS7, suppliers must show recent and relevant experience through something called a Technical Ability Certificate (TAC), which is signed by a previous client. This ensures that only capable and trusted suppliers are included. Preparing these certificates early is key—many suppliers began gathering them in spring 2025 ahead of the June 20 deadline. The final list of approved suppliers is expected to be announced in early 2026, just before DOS6 ends in March.

Public sector buyers benefit from a simple and structured process. Once they know what they need, they create a short project brief and evaluate suppliers based on quality, skills, and price. This makes it easier to find the right fit for each project. Suppliers, in turn, get clear access to government work and a fair chance to compete for contracts.
